JT Hand to served as NAWC Board Vice Chair

York, Pennsylvania, October 12, 2025 –Joseph “JT” Hand, President and CEO of The York Water Company, will serve as Vice Chair of the National Association of Water Companies’ (NAWC) Board of Directors, effective January 2026. A respected leader within the association, Hand is a current NAWC Board Member and served two terms as chair of the Pennsylvania Chapter of NAWC.

The 2026 leadership team, which also includes Patrick Kerr, President and CEO of Baton Rouge Water, as the incoming NAWC Board Chair, was confirmed last week at NAWC’s Annual Water Summit in Miami.

“We are delighted to have JT step into the role of Vice Chair,” said NAWC President and CEO Robert F. Powelson. “JT’s breadth of knowledge in engineering and the regulatory landscape, combined with his proven leadership at both the state and national levels of our association, is invaluable. His strategic vision and deep commitment to our industry will be instrumental in supporting the board’s agenda and advancing our mission.”

JT brings extensive experience to his new leadership position. As the 22nd President and CEO of The York Water Company, he directs all elements of the company’s operations and growth strategies. Prior to becoming CEO in 2020, he served as the company’s Chief Operating Officer for 12 years. Before joining the private water industry, Hand served for 22 years on Active Duty in the US Army, culminating in his assignment as Deputy Commander and Deputy District Engineer for the Baltimore District, U.S. Army Corps of Engineers.

JT is a distinguished military graduate of the University of Vermont with a BS in Civil Engineering and is a graduate of the Army’s Command and General Staff College and Defense Language Institute. He holds a master’s degree in business administration from York College of Pennsylvania.
