Customer Assistance Programs

Do you need help paying your York Water bill?

These programs are available to assist you if you need financial help. Select a program from the list below or scroll down to learn more about each customer assistance program.

Payment Agreements

If you have a past-due bill, you may be eligible for a payment agreement. Please contact York Water’s Customer Service team at 717-845-3601 to find out if you are eligible. We will ask you a few questions. If you are eligible for the program, we will explain the terms of your payment agreement.

Customer Assistance Program (CAP)

What is it?

Our Customer Assistance Program (CAP) is for low-income customers who have past-due bills. It is an alternative to traditional collection methods. The program does the following:

  • Makes payments practical by offering a payment agreement
  • Reduces excessive water usage
  • May provide forgiveness of past due amounts up to $120 after receipt of monthly payments

Who may apply?

  • Customers who have past due bills that are more than $100 over a period of five (5) consecutive months.
  • Customers experiencing a leak that is causing excessive water usage.

If you qualify….

  • York Water personnel may need to perform a water usage audit and an on-site visit(s) to verify the existence of a leak. If a leak is found, York Water may enlist a local plumber to make minor repairs at no cost to you.

York Water Cares (CARES)

Overview

The York Water Company has been helping customers with their service bills and plumbing concerns since 2005. Our York Water CARES (CARES) program provides limited funding to customers who need help paying their York Water Company bills.

This program is designed to help low-income customers, but it may be helpful to customers who have a short-term challenge and need assistance to pay their water or wastewater bill.

York Water CARES is only available one time per year for a customer who qualifies for the program. Funds are payable to customers through community agencies.

Who can apply?

You may apply for York Water CARES if you meet the following criteria:

  • You are a residential customer of York Water Company.
  • You are unable to pay your York Water bill in full.
  • You are at risk of a water shut off due to non-payment.

How do I apply?

If you meet the eligibility requirements listed above, you are welcome to apply using the York Water CARES Application below. All required fields and documents must be submitted in order for your application to be processed.

Once your application is submitted, a member of the York Water team will review it within three business days and contact you to collect a payment equal to 25% of your past due balance.

What happens after I complete the application?

Once your application is submitted, a member of the York Water team will review it within three business days. A partial payment, equal to 25% of your past due balance, is required as a final step of this application. A member of the York Water team will contact you by phone to collect this payment.

Once all components have been submitted, your complete application will be sent to a partner community agency for further review and potential disbursement of available funding.

What happens when the community agency receives the application?

Once your application is received, the community agency will review your payment history, proof of income, and the outstanding balance on your York Water bill to determine eligibility. After the review is complete, the agency will notify York Water of its decision and, if approved, arrange for payment to be applied directly to your account.

What happens if I am approved for funding?

If the community agency approves your funding, and if funds are available, the agency may make a contribution of up to $200 to your past due amount.

All contributions made by the community agency will be sent to The York Water Company and applied directly to your past due amount.

If the funding from the community agency satisfies your past due balance, shut off notices will be suspended. If your past due balance exceeds the funding that is available, the shut off process may continue. If you have specific questions about your account, please contact our Customer Service team at customer.service@yorkwater.com.

 

York Water CARES FAQs

If you are eligible for York Water CARES and your past due balance does not exceed the approved amount, the program may be able to extend assistance. We encourage you to complete the York Water CARES Application.

Unfortunately, the York Water CARES program cannot be used to reconnect your water service. Please contact our Customer Service Team at customer.service@yorkwater.com to discuss the necessary steps to have your water service restored.

The Pennsylvania Homeowner Assistance Fund (PAHAF)

Overview

The Pennsylvania Homeowner Assistance Fund (PAHAF) is for homeowners with financial hardship caused by the COVID-19 pandemic. This fund is managed by the Pennsylvania Housing Finance Agency.

Effective 04/01/2025, PAHAF is no longer accepting new applications. Applications on their waitlist will be processed if funding is available. Questions specifically for PAHAF can be directed to servicerask@pahaf.org.

Local Assistance

You may seek assistance from local organizations. Some churches, community organizations, and others may be able to assist with your past due York Water bill.
